It seems to me that the morality of the governed in general is higher than that of the governors

The Food Bank
The Government have organised things in such a way so as to impoverish large portions of the population, such that they cannot afford to buy food.
The response of the poor – create food banks
What if all food was provided this way; super markets would become food banks where people would be able to obtain food as a gift?
Who would pay?
This could only be done if the production of the food was carried out as a gift also
